Yantai and Urumqi Launch “Targeted Counterpart Cooperation & Co-construction” Initiative in Red Culture Areas and Touring Exhibition of Fine Revolutionary Cultural Relics
On the morning of September 5, 2025, Yantai and Urumqi launched the “Targeted Counterpart Cooperation & Co-Construction” initiative in their respective red culture areas, accompanied by a touring exhibition of revolutionary cultural relics. The launch event was held at the Memorial Hall of the Eighth Route Army Office in Xinjiang. The event was guided by the Shandong Provincial Department of Culture and Tourism and jointly organized by the Yantai Municipal Bureau of Culture and Tourism and the Urumqi Municipal Bureau of Culture, Radio, Television, and Tourism.

During the event, Sui Zilin, Vice Mayor of Yantai, and Qi Xiaobing, Vice Mayor of Urumqi, delivered speeches respectively, recalling the glorious history of the people of all ethnic groups in Jiaodong and Xinjiang fighting side by side against the Japanese invasion during the War of Resistance Against Japanese Aggression. They highlighted the role of red culture as a bond to promote the in-depth integration of cultural and tourism industries, as well as the joint inheritance and promotion of the revolutionary spirit between the two cities.

Witnessed by the attending guests, representatives from the Yantai Municipal Bureau of Culture and Tourism and the Urumqi Municipal Bureau of Culture, Radio, Television, and Tourism jointly signed the Cooperation Agreement on the Protection and Utilization of Revolutionary Cultural Relics. Meanwhile, representatives from the Memorial Hall of the Landmine Warfare and the Memorial Hall of the Eighth Route Army Office in Xinjiang also jointly signed the Cooperation Agreement on Pairing and Joint Construction of Venues. The signing of these two agreements marks a step forward in practical cooperation in the shared development of red culture between the two cities.


At the event, red culture narrators from both sides shared moving revolutionary stories, vividly recounting the heroic deeds of people from all ethnic groups who defended their homeland during the war-torn years. Subsequently, Yantai unveiled a series of policies to support the development of red-themed film and television industries, introducing the “Yantai Mountains and Seas · Red Zhifu” film and television production base project, demonstrating Yantai’s innovative approaches to interpreting red culture. Urumqi presented its integrated enhancement project, involving the coordinated development of three memorial halls, which showcase new visions for the modern development and resource integration of red cultural sites. Additionally, Yantai donated a collection of books on Jiaodong’s red culture to school representatives from Urumqi.

The event concluded with leaders from both cities jointly inaugurating the special exhibition, “Forged in the Flames of War: Documents of Devotion—Special Exhibition of Revolutionary Documents from the Yantai Museum Collection.” The exhibition showcases nearly 100 precious revolutionary documents from the Yantai Museum’s collection, including books, newspapers, certificates, tickets, and photographs, illustrating a systematic overview of the historical contributions made by the Communist Party of China organizations in the Jiaodong region between 1938 and 1949 in Party building, regime construction, economic support, mass mobilization, education, and medical care. Notable exhibits include the propaganda pamphlet The Revolution Will Surely Succeed, Beihai currency, and condolence letters from the Jiaodong Military District, which truly reproduce the historical scene of the people of Jiaodong and compatriots of all ethnic groups fighting together against Japanese aggression and advancing in unity. The exhibition will be open to the public free of charge at the Memorial Hall of the Eighth Route Army Office in Xinjiang until December.



This “Targeted Counterpart Cooperation & Co-construction” initiative represents a concrete effort to implement the requirements of the National Cultural Heritage Administration on the construction of red culture districts, and an important measure for the two cities to work together to explore red resources, carry forward the revolutionary spirit, and promote national unity. In recent years, in active response to the important deployment of the CPC Shandong Provincial Committee and the People’s Government of Shandong Province on establishing the Jiaodong Red Culture Area, Yantai has taken the lead in exploring the innovative initiative of “targeted counterpart cooperation and co-construction” among cities within red culture areas. It works in promoting cross-regional exchange, mutual learning and joint development of red culture, and injecting new momentum into the inheritance of red culture and the continuation of the red spirit in the new era.
