Yantai Approved as Shandong Provincial Pilot City for Green and Low-Carbon Development
Recently, the Housing and Urban-Rural Development Department of Shandong Province organized the application for green and low-carbon city pilots. After multiple rounds, including organizational recommendation, expert review, verification and recheck, and final decision, Yantai ranked first among applicants and was officially approved as a pilot city.
In recent years, Yantai has accelerated its green and low-carbon development, promoted the green and low-carbon transformation in the construction sector, and driven improvements in urban and rural development quality and resource-environment carrying capacity. These efforts have achieved significant results in multiple fields.
Ongoing efforts have been dedicated to advancing the high-quality development of green buildings. Strictly implementing the Special Plan for High-Quality Development of Green Buildings and Building Energy Efficiency, Yantai has clarified the overall development goals and key tasks for green buildings across the city. Based on regional planning, ecological environment, and public services, the city has precisely established green building rating standards tailored to projects in different regions, of various building types, and with distinct functions. Notably, all school and hospital projects are constructed in accordance with the three-star standard. Leveraging the Construction Condition Opinions System, it has adhered to government regulations and strengthened policy guidance, specifying green building star ratings, the proportion of ultra-low energy consumption building areas, and application types of prefabricated buildings for projects prior to land transfer.
Work has been done to establish demonstrations of ultra-low energy consumption buildings. Yantai has taken the lead in issuing and implementing the Technical Guidelines for Ultra-Low Energy Consumption Buildings in Yantai and Post-Evaluation Guidelines for Ultra-Low Energy Consumption Buildings in Yantai, forming a systematic policy and technical system to provide technical guidance for the standardized, normalized, and large-scale development of ultra-low energy consumption buildings. It has vigorously built the Changdao International Zero-Carbon Island Pilot Demonstration Zone, accelerated the completion of benchmark projects such as the Wanhua Senior Talent Apartment and Feilong Innovation R&D Center, and promoted the implementation of 8 ultra-low energy consumption projects, including the CIMC Zero-Carbon Intelligent Manufacturing Industrial Park.
Efforts have also been made to develop green construction industry chain clusters. Centering on the “one core, two wings, and multiple nodes” layout of the green construction industry chain, Yantai has fully utilized the brand effect of three “National ‘New Urban Construction’ Industry and Application Demonstration Bases” in Penglai district, Fushan district, and Muping district, as well as the comprehensive resource advantages of 30 settled central enterprises. It has accelerated the attraction of strong and high-quality enterprises, nurtured “specialized, refined, distinctive, and innovative” enterprises, and continuously extended, supplemented, and strengthened the industrial chain.
Going forward, taking the opportunity of being designated as the Shandong Provincial Green and Low-Carbon City Pilot, Yantai will focus on developing three green and low-carbon demonstration zones, including Jiahe·Xingfu New Town, Changdao International Zero-Carbon Island, and Haiyang Near-Zero-Carbon City. It will build “6 major categories” of key projects, including green infrastructure, ultra-low energy consumption buildings, and zero-carbon buildings. These initiatives aim to enhance building quality, improve urban living environments, and boost citizens’ sense of well-being.
