Changdao International Zero-Carbon Island Construction Promotion Conference Convenes to Chart New Blueprint for Green Development
Qilu Network· Shandian News, February 13, 2025 — From February 10 to 11, the ?Changdao International Zero-Carbon Island Construction Promotion Conference was held at Changyuan Hotel in Changdao, Yantai, Shandong. Attendees included ?Yu Feng, Member of the Standing Committee of the Yantai Municipal Party Committee and Secretary-General, Secretary of the Party Working Committee and Director of the Administrative Committee of Changdao Comprehensive Pilot Zone; ?Wang Yutang, Deputy Secretary-General of the Yantai Municipal Government; ?Li Mingtao, Deputy Secretary of the Party Working Committee and Full-time Deputy Director of the Administrative Committee of Changdao Comprehensive Pilot Zone; leaders from 10 relevant municipal departments such as the Municipal Finance Office and the Municipal Development and Reform Commission; and representatives from over 30 renowned enterprises and research institutions, including the ?National Center for Climate Change Strategy and International Cooperation, ?CSCEC Shandong Investment Co., Ltd., and ?State Power Investment Corporation (SPIC) Nuclear Energy Co., Ltd. Government officials, industry leaders, and experts gathered to discuss strategies collaboratively outline an ambitious blueprint for the future green development of Changdao International Zero-Carbon Island.
On February 11, the Changdao International Zero-Carbon Island Construction Conference officially commenced at Changyuan Hotel in Changdao, hosted by Li Mingtao, Deputy Secretary of the Party Working Committee and Full-time Deputy Director of the Administrative Committee of Changdao Comprehensive Pilot Zone.
In his speech, Yu Feng, Member of the Standing Committee of the Yantai Municipal Party Committee and Secretary-General, Secretary of the Party Working Committee, and Director of the Administrative Committee of Changdao Comprehensive Pilot Zone, highlighted that constructing Changdao into an International Zero-Carbon Island aligns with overarching goals for ecological protection and sustainable development in Changdao. It serves as an essential path for Yantai to enhance its urban profile, represents Shandong's contribution to national diplomacy, provides a vivid practice of building a community with a shared future for humanity, and offers valuable opportunities for enterprises to enter global markets. Changdao is firmly adhering to its strategic vision of becoming an Island of Green, Beauty, Safety, and Happiness. It remains committed to a three-step carbon reduction target: capping emissions at 94,000 tons of CO? equivalent by 2027, reducing them to 57,000 tons by 2030, and achieving net-zero emissions by 2035. Coordinated efforts will be made toward carbon reduction, pollution control, green expansion, and sustainable economic growth, establishing Changdao as a global model for island conservation and development. Under the guidance of the International Zero-Carbon Island Cooperation Organization, Changdao aims to establish an influential platform for zero-carbon diplomacy, reflecting Chinese ethos and fostering worldwide consensus. With the ongoing construction of the Mazu Statue and the comprehensive development of Temple Island as flagship projects, Changdao will become a picturesque, culturally rich zero-carbon tourism destination. Leveraging China's first marine economic development zone, it will establish an ecologically efficient zero-carbon fishery demonstration zone with a complete industry chain. Promoting clean energy development and application, it aspires to create a diversified, resilient, and secure zero-carbon energy hub. Utilizing a “Party-building + Island Property Management" model, Changdao will develop a harmonious, inclusive, and well-governed zero-carbon community. Additionally, by optimizing blue carbon initiatives and nurturing a zero-carbon atmosphere, it intends to shape a vibrant and modern zero-carbon society. At the same time, enterprise representatives attending the conference were invited to engage actively by investing in the Temple Island comprehensive development project, building the “Blue Granary”, and participating in zero-carbon technology research, economic development, project constructions, and community development. They were encouraged to explore cooperative operational models for islands and collaborate pragmatically in multiple areas, jointly creating a prosperous future for Changdao.
At the conference, Wang Yutang, Deputy Secretary-General of the Yantai Municipal Government, briefed on China’s participation in the COP29 conference and outlined the municipal strategic layout for the Changdao International Zero-Carbon Island initiative. He emphasized that building Changdao into an international zero-carbon island represents a pioneering practice under China's overall diplomatic strategy, offering valuable experience for inhabited islands worldwide and leading the global drive towards green, low-carbon, and high-quality development of islands. Notable achievements have been made in planning and research, carbon reduction, energy transition, and industrial upgrading. The CPC Yantai Municipal Committee and the Municipal Government will fully support Changdao in accelerating the establishment of the International Zero-Carbon Island Cooperation Organization and promoting integrated cutting-edge zero-carbon technologies and international cooperation, to solidify Changdao’s role as a global leader in zero-carbon island development.
Yu Zhenjiang, Member of the Party Working Committee and Deputy Director of the Management Committee of the Changdao Comprehensive Pilot Zone, elaborated on the ?Changdao International Zero-Carbon Island Demonstration Scenario Construction Plan, highlighting 10 completed zero-carbon demonstration scenarios, such as island-wide waste classification, sewage treatment, clean-energy-based district heating replacement, and low-carbon homestay pilot projects. Additionally, 13 demonstration projects, including localized new-type power system construction, geothermal energy pilots, and near-zero-carbon communities. Additionally, he outlined 8 medium-to-long-term planned scenarios, including renewable energy application scenario matrices and new-energy vehicles and ships demonstration islands, providing a comprehensive overview of Changdao’s current progress and future direction in zero-carbon island development.
Sun Jipeng, Deputy Director of the Yantai Municipal Development and Reform Commission, announced supportive policies for Changdao from a high level, while Xiang Fuliang, Deputy Secretary of the Party Working Committee of the Changdao Comprehensive Pilot Zone, unveiled the ??“Zero-Carbon Pioneer” Implementation Plan. Speeches from Zhang Zhiqiang, Director of the Cooperation Department of the National Center for Climate Change Strategy and International Cooperation, Rong Feng, Party Secretary and Chairman of Yantai Guofeng Investment Holding Group Co., Ltd., and Fang Zhengji, Party Secretary and Chairman of Dongfang Electronics Co., Ltd., expressed strong support and high expectations for Changdao’s zero-carbon island construction.
During the conference, Yu Zhenjiang, on behalf of the Management Committee of Changdao Comprehensive Pilot Zone, signed cooperation agreements with Yantai Company of China Jianyin Investment Ltd., Yantai Sub-branch of Jinan Branch of Bank of Beijing, Shenzhen Association for Promotion of Green and Low-carbon Technology, Dongfang Electronics Co., Ltd., and Yantai Jinzheng Environmental Protection Technology Co., Ltd.
Throughout the event, delegates conducted on-site visits to various zero-carbon demonstration sites, including Changyuan Hotel, Sunjia Village in Nanchangshan Sub-district, Changdao Comprehensive Waste Classification and Disposal Base, sewage treatment plant, New People's Hospital, and the Coastal Promenade. They listened to progress reports on the localized new-type power system project at Changyuan Hotel, virtual power plant integration with the municipal platform, carbon inclusion platform development, seagrass bed and seaweed ecological restoration projects, the fish aggregation and carbon sequestration model of Sunjia Village's seaweed field, sponge city and Yingzhou Park projects, as well as briefings on sewage treatment, waste classification status, and low-carbon homestay demonstration outcomes in Changdao. Detailed introductions were provided on the planning of zero-carbon sewage treatment plants, zero-carbon hospitals, green micro-grid seawater desalination pilot projects, zero-carbon exhibition halls, zero-carbon ports, and near-zero-carbon communities in Sunjia Village. On the same day, business representatives participated in focused discussions on new energy, injecting new insights and expertise into Changdao’s sustainable energy future.
